Danebank Angling Club  

1.) The object of the club is to promote a fellowship between anglers, and maintain a high standard.

2.) Fishing with one rod or pole at any time.

3.) All rubbish MUST be taken away from the ponds and ajoining lands after fishing. The bins provided are for paper/cans/bottles/etc. Please do not leave broken fishing tackle in the bins "Take it Home."

4.) All gates MUST be kept locked during and after fishing.

5.) No ground bait or boillies allowed on club waters.

6.) Barbless hooks only, and no hooks larger than size 12s to be used.

7.) No dogs / radios or alcoholic drinks allowed on club waters and ajoining lands.

8.) No camping stoves / gas bottles allowed on club waters or ajoining lands for "safety reasons".

9.) No Keep nets to be used at any time, except during club matches.

10.) Fishing club waters from 6am till 10pm all year

11.) No night fishing

12.) All members must carry his / her membership card when fishing club waters. No Card No Fishing.

13.) All members must have a "National Rod Licence". This must be available for inspection by the water baliffs or environment agency officer.

14.) Lost keys or membership cards can be obtained from the club secretary at a cost of £1 each.

15.) All members must restrict them self to one peg during fishing No Roaming as this can cause annoyance to other club members.

16.) All juniors (12 to 16 years) must be accompanied by an adult at all times.

17.) No Floating bread to be used on club waters.

18.) To ensure a healthy stock of fish make sure that landing/keep nets are disinfected before and after fishing.

19.) No pre-baiting pegs allowed. All left over bait must be taken away or place in the bins provided.

20.) No fishing poles over the length of 12mtrs allowed on club waters.

21.) To keep the waters and banks in good order and repair, 4 Working parties will be help during the season. As a condition of membership, all members are required to complete at least one of these parties. Any member who fails to meet this requirement will be fined £10.00 and will NOT be allowed to fish the waters until the fine has been paid.

CONSTITUTION

1. Name

   • This organisation shall be known as the DANE BANK ANGLING CLUB hereafter referred to as the ‘Club’.

1. Location / Assets / Lease

1. 
   
   • The club waters are located on the Windsor Road Fields, Dane Bank, Denton, Tameside, Greater Manchester.

1. 
   
   • The Club’s fishing rights and assets comprise the ‘Field Pond’ and surrounding banks (hereafter referred to as the ‘club waters’) as well as buildings, storage areas and maintenance equipment used exclusively by Dane Bank Angling Club members.

   • The Club assets also include land and buildings that are shared with the Dane Bank Green Space (DBGS) and Tameside People for Wildlife (TPW) that collectively lease land from Tameside Borough Council (hereafter referred to as the ‘site’ the ‘shared-lease’, the ‘shared assets’ and the ‘Council’).

1. Trustees

   • The Club Committee shall nominate two Trustees to sign and hold the shared lease on behalf of the Angling Club.

1. 
   
   • The Trustees shall be responsible for ensuring that the Club complies with the terms of the shared-lease granted by Council and will work with other trustees representing DBGS and TPW as and when necessary to achieve this objective.

   • In the event of a resignation or death of a Trustee, the Club Committee shall appoint a new Trustee and advise the Council accordingly.

   • The appointment or replacement of Trustees will be reported to the Annual General Meeting (AGM) and the other shared-lease holders.
2. Aims and Objectives of the Club

   • To lease waters and provide fishing and access rights for the benefits of the Club and its members.

   • To manage and maintain club waters, fish stock and associated facilities on behalf of members.

1. 
   
   • To promote and encourage the sport of angling in a non-discriminatory way.

1. 
   
   • To protect club waters, fish stock and wildlife as well as the flora and fauna of the adjacent environment.

   • To work closely and cooperate with shared-lease holders and other lease-holders on the Windsor Road Fields to ensure that all Club members and the wider community benefit from the range of sporting, educational and leisure facilities provided.

   • To promote environmental improvement and conservation through education and good practice working through local organisations and similar groups.

   • To promote and publicise the Club its aims and activities.

1. Membership

1. 
   
   • There shall be four classes of membership:

Full Member aged 16–70 paying the full annual subscription

Senior Members aged over 70 years, paying an annual subscription

Junior Members aged 12-16 years, paying half of Full Member subscription Associate/Honorary Member appointed at the AGM, subscription free.

   • Membership is open to anyone wishing to participate in angling activities without regard to gender, race, nationality, disability, sexual preference, religion or belief.

   • Membership is conferred through annual subscription payable in March for the following 12 months (April-March). However, new members are free to join at any time during the year and the annual subscription will be adjusted accordingly.

   • All members will be expected to abide by the Rules of the Club which will be issued when joining. Any changes to the Rules will be communicated to all members.
   • All Full and Senior Members shall have one vote at the AGM and any Special General Meetings.

   • Membership may be terminated for a serious breach of Club Rules and any other good reason. The decision to terminate membership will be taken by the Members Committee but there is a right of appeal to the Club President who may overrule and reinstate membership.

   • The Club Committee shall ensure that the Club complies fully with all relevant legislation including Health and Safety and the General Data Protection Regulations that apply to any personal data held by the Club. As the Club is a not-for-profit organisation there is no requirement to register with the Information Commissioners Office.

   • All members of the Committee will be elected for a term of three years at the AGM

   • Meetings of the Committee will take place regularly as and when required to manage the day-to-day running of the Club and resolve operational issues as they arise. The quorum for meetings of the Committee is three members.

   • The Committee will oversee maintenance, security, funding and improvement of club waters and will ensure adherence to the Constitution. The Committee will also ensure that all expenditure is necessary and affordable supporting the aims and objectives of the Club.

   • Members of the Committee will cooperate and work closely with representatives from DBGS and TWIG to ensure the site, associated facilities and shared assets are properly managed to the benefit of all partners.

   • Any vacancy arising during the year will be filled by a temporary appointment made by the Committee.

   • The Club President will be elected for a term of three years at the AGM.

   • The President will represent the Club in the media, at functions and public meetings, and will chair the Members Committee, AGM and any Special General Meeting.

   • The President will appoint all Club Bailiffs including the Head Bailiff.

   • The Club Secretary will be elected for a term of three years at the AGM.

   • The Club Secretary will maintain the Rules of the Club.

   • The Club Secretary will arrange meetings, distribute agendas, record decisions and circulate minutes.

   • The Club Secretary will manage the Club’s correspondence and communications, and will assist the Members Committee in the general administration of the Club.

   • The Club Secretary will deputise for the Club President as and when required.

1. Club Treasurer

1. 
   
   • The Club Treasurer will be elected for a term of three years at the AGM.

1. 
   
   • The Treasurer will manage and monitor the financial affairs of the Club maintaining a proper account of income and expenditure for audit purposes.

   • The Treasurer will manage the Club’s Bank Account. Any payments or cheques will be sanctioned or countersigned by the Club President.

   • The Treasurer will collect and formally record membership fees, donations, grants and monies raised through fund raising activities.

1. 
   
   • The Treasurer will ensure that appropriate public liability insurance is taken out and will ensure that the Club’s annual contribution to the shared-lease rental is settled in a timely manner.

   • The Treasurer shall submit and present a financial statement to the AGM.
2. Membership Secretary

1. 
   
   • The Membership Secretary will be elected for a term of three years at the AGM.

1. 
   
   • The Membership Secretary shall be responsible for collecting membership fees and issuing Dane Bank Angling Club membership cards.

1. 
   
   • The Membership Secretary shall maintain accurate membership records which shall also be issued to the Club Treasurer along with all monies collected.

1. Club Bailiff

1. 
   
   • The Club President will appoint the Head Bailiff and other Bailiffs as deemed necessary.

1. 
   
   • The Head Bailiff and one other Bailiff will be appointed to the Members Committee, confirmed at the AGM.

1. 
   
   • The Bailiffs will carry out regular site inspections, initiate and undertaken site maintenance and oversee work parties up to four times a year.

   • The Bailiffs will enforce the Rules of the Club and report to the Members Committee on inspections and operational issues.

   • In recognition of their responsibilities and the work they undertake, Bailiffs will not be required to pay the annual membership fee.

1. Annual General Meeting

1. 
   
   • The AGM will be held on the first Thursday of February and all members will be give at least 14 days notice.

1. 
   
   • All Full and Senior Members shall be entitled to attend and vote. Decisions will be made on a simple majority with the President having an additional casting vote if any vote is tied. The quorum shall be 15 members.

   • The business of the AGM shall comprise

President Report on membership, activities and future plans

Treasurers Report on income and expenditure

Nominations and elections of the President and Committee members

Membership fee levels for the forthcoming year

Consideration of any proposed changes to the Rules of the Club

Consideration of any proposed changes to the Constitution

Any other business that might be raised.

1. Special General Meeting

   • A Special General Meeting maybe called by the Members Committee to consider any urgent matters requiring a collective decision.

   • The Club Secretary shall give members at least 14 days notice dependent on circumstances and the need for an urgent resolution.

1. 
   
   • All members will be entitled to attend and vote and the quorum shall be 15 members.

1. Dissolution
   • The Club may be wound up at any time if agreed by two-thirds of those members present and voting at the AGM or Special General Meeting.

1. 
   
   • In the event of winding up any remaining assets of the Club, after all debts have been settled, shall be handed over to the other shared-lease holders of the site to benefit their ongoing activities. Otherwise, the remaining assets will be offered to a nominated registered charity to be identified and agreed at the winding up meeting.

1. Adoption of the Constitution

   • This Constitution was adopted at a meeting of the Dane Bank Angling Club held Friday 22 March 2019.
